Establishes separate response time standards for each city, town, or fire district within a certificate of necessity service area if that area includes urban or suburban zones.

Requires the director to issue a certificate of necessity within 90 days of receiving a complete application if public necessity is found, and allows existing certificate holders to appeal the determination.

Designates cities, towns, and fire districts whose boundaries overlap with a certificate of necessity service area as interested parties with automatic standing in hearings.

Allows temporary authority to operate ambulance services to be extended for one additional 90-day period if the operator applies for a permanent certificate of necessity during the initial temporary period.

Clarifies that certificates of necessity issued to political subdivisions can include additional service areas outside jurisdictional boundaries or exclude portions of their territory as specified by the director.
