Amends notice requirements for executive sessions to require that when legal advice is discussed, the notice must specify which provision of section 38-431.03 the legal advice pertains to.

Clarifies that discussion or consideration of goals and objectives for evaluating public officers, appointees, or employees must occur in public meetings, not executive sessions.

Limits legal advice discussions in executive sessions to only those areas specified in subsections 1, 2, 4, 5, 6, 7, 8, and 9 of subsection A regarding employment, records, contracts, negotiations, and security matters.

Replaces the word "utilized" with "used" in provisions regarding emergency sessions and consideration of emergency measures.

Allows technological problems or failures that prevent website posting of public notices to not preclude holding meetings if the public body complies with all other public notice requirements.
