Prohibits laboratories from using or sharing human specimens or derived materials for any purpose beyond what the patient affirmatively consented to.

Requires laboratories to dispose of specimens or materials derived from human bodies within three days after diagnostic testing is completed unless the patient has provided affirmative consent to retain them longer.

Creates a new section 36-475 under Title 36, Chapter 4.1, Article 2 of Arizona Revised Statutes governing clinical laboratory practices.
