• Adds definitions for autonomous vehicles, automated driving systems, dynamic driving task, and related terms to Arizona motor vehicle law.

• Allows fully autonomous vehicles to operate without a human driver on public roads if the owner submits a law enforcement interaction plan and written statement acknowledging federal compliance, ability to achieve minimal risk conditions, and traffic law compliance.

• Exempts autonomous vehicles from certain equipment requirements (mirrors, windshield wipers, beam indicators, operational restriction notices) when incapable of human operation.

• Permits autonomous vehicles to comply with traffic and motor vehicle laws through their automated driving system instead of requiring a human driver to perform physical acts.

• Prohibits counties, cities and towns from imposing taxes, fees, or for-hire vehicle requirements on autonomous vehicles, and establishes the Department of Transportation and Department of Public Safety as the only state agencies authorized to implement and enforce autonomous vehicle regulations.
