Establishes an adult education community college coenrollment grant program administered by the Department of Education to provide scholarships and enhanced services to adults pursuing high school equivalency diplomas combined with industry-recognized credentials or degrees.

Restricts eligibility to recognized high school equivalency program providers under the Workforce Innovation and Opportunity Act; requires applicants to submit implementation plans, funding requests, program outcomes, and performance metrics.

Creates the adult education community college coenrollment fund with continuous appropriations; allows the Department to retain up to 5 percent of annual monies for administrative costs and accept federal funds and private donations.

Requires grant recipients to annually report to the Department on enrollment numbers, program completion rates, credentials earned, and student progress; requires the Department to submit annual reports to the Governor and Legislature.

Appropriates $3,500,000 for the grant program fund and $1,500,000 for expanding adult education capacity in fiscal year 2021-2022; terminates the program on July 1, 2031.
