Requires provisional community college districts to maintain a regional accreditation and oversight relationship with another community college district until achieving initial candidacy status from a recognized regional accrediting agency.

Allows governing boards to call elections on general election dates of their choice to seek voter approval for increased primary property tax levies after adopting a conversion resolution, with levy amounts capped at voter-approved amounts in subsequent years.
