Increases the age definition of "child" from 14 to 18 years old (or 22 years old if the child has a developmental disability or qualifies for special education).

Expands the definition of "child care facility" to include situations where any number of children receive care for compensation from public monies, and includes self-employed workers, independent contractors, and employees receiving state funding.

Adds instruction and guidance to the definition of "child care" and clarifies that it applies to unrelated children or those receiving public funding.

Expands "child care personnel" definition to include anyone whose residence is the same location as the child care facility, requiring fingerprint clearance for these individuals.

Clarifies that public schools and private schools providing child care must be staffed by direct employees (full-time or part-time) and specifies that contracted services limited to certificated teacher instruction are exempt from child care facility regulations.
