Establishes a nursing care institution advisory council within the Department of Health Services to advise on oversight of nursing homes and issues concerning residents and their families.

Council responsibilities include analyzing inspection and survey results, reviewing penalties assessed against nursing homes, receiving public comment, and developing recommendations to improve quality of care and resident safety.

Council membership consists of the state long-term care ombudsman, directors of AHCCCS and Department of Economic Security (nonvoting), one department surveyor, two industry representatives (one for-profit and one nonprofit appointed by the governor), and four resident advocates appointed by legislative leaders.

Council shall meet quarterly with open meetings, post agendas and minutes online, and submit annual reports to the governor and legislature analyzing the department's nursing home oversight activities and providing recommendations.

Advisory council expires on July 1, 2029 pursuant to Arizona's sunset review law.
