Establishes minimum direct care staff-to-resident ratios for nursing care institutions: one certified nurse aide to every eight residents on day shift, one staff member to every ten residents on evening shift (with at least half being certified nurse aides), and one staff member to every fourteen residents on night shift.

Exempts nursing care institutions from increased staffing ratio requirements for nine consecutive shifts following any expansion of resident census.

Requires staffing ratio computations to be carried to the hundredth place, with rounding up to the next whole number if the ratio is at least 0.51, based on midnight census for the day the shift begins.

Does not affect other minimum staffing requirements for non-direct care staff and does not restrict institutions from exceeding the minimum staffing levels.

Exempts pediatric long-term care facilities from these minimum staffing ratio requirements.
