Establishes ovarian cancer awareness special license plates in Arizona, contingent on a person paying $32,000 to the department by December 31, 2021 for implementation costs.

Plate design includes a three-inch square area for a logo or message and a bottom area for a message, with the department determining the final design and approving logos.

Fees of $25 per plate ($8 for administration, $17 annual donation) are collected, with the $32,000 implementation cost reimbursed first from donations before remaining funds support ovarian cancer organizations.

Creates the ovarian cancer awareness special plate fund to support qualified 501(c)(3) national women's health organizations focused on ovarian cancer prevention, education, early detection, research, and community engagement.

Amends related statutes to add ovarian cancer awareness special plates (section 28-2469) to the list of special plates and clarifies fund deposit and administration procedures.
