Requires employers to adopt and implement reasonable policies and practices to protect employees and customers during a governor-declared public health emergency, in accordance with federal or state agency guidance.

Mandates employers supply new, unexpired personal protective equipment at no cost to employees when recommended by federal or state agency guidance.

Prohibits retaliatory action against employees who refuse work due to good faith safety concerns or who report health and safety violations to supervisors, public bodies, media, or social media.

Establishes enforcement through the Industrial Commission of Arizona with civil penalties of at least $250 for first violations and at least $1,000 for subsequent or willful violations.

Allows employees and customers to file administrative complaints and permits law enforcement or private parties to bring civil actions for violations.
