Changes the chapter heading from "Arizona State School for the Deaf and the Blind" to "Arizona State Schools for the Deaf and the Blind" to reflect multiple campuses.

Designates Arizona state schools for the deaf and the blind campuses as local education agencies for purposes of federal education funding, state and federal accountability reporting, and providing free and appropriate public education under the Individuals with Disabilities Education Act.

Requires the Arizona state schools for the deaf and the blind to implement procedural safeguards, complaint procedures, individualized education programs, and reevaluations as required under state law.

Makes the Arizona state schools for the deaf and the blind responsible for graduation criteria, diplomas, and transcripts for enrolled pupils.

For the 2021-2022 school year, designates the schools as a district of responsibility and local education agency while requiring enrollment in the previous or intended school district or charter school if an IEP team determines the schools are no longer the least restrictive environment.
