Requires manufacturers to automatically enable a filter on tablets and smartphones manufactured on or after January 1, 2022 when activated in Arizona that blocks access to material harmful to minors across mobile data, applications, wired internet, and wireless internet networks.

Establishes manufacturer liability for devices activated in Arizona that fail to have a compliant filter enabled, allowing minors to access harmful material, with potential awards of actual damages and punitive damages if manufacturer targeted minors.

Authorizes civil penalties up to $2,500 per violation against liable manufacturers, with each non-compliant device a separate violation, recoverable through court action by the attorney general or private individuals.

Creates a special compliance procedure allowing private individuals to serve notice of violations and recover $500 per violation if manufacturers do not correct violations or agree to payment within 60 days of notice.

Requires manufacturers to either provide information on enabling filters or offer device replacement options for devices that failed to automatically enable filters on activation in Arizona.
