Allows the director of the Department of Corrections, prisoners, their attorneys, or county attorneys to file motions in superior court to transfer prisoners to community supervision during a declared public health emergency, with court approval required.

Permits the Department of Corrections director to unilaterally authorize prisoner transfers to community supervision during a public health emergency without court approval.

Authorizes the governor to order prisoners or groups of prisoners placed on community supervision during a declared public health emergency via executive order or case-by-case basis.

Requires courts, the director, and governor to consider prisoner age, health conditions that increase vulnerability during emergencies, public safety risk, and housing stability when determining community supervision placement.

Mandates the Board of Executive Clemency determine within 90 days after a public health emergency ends whether prisoners on community supervision should be returned to incarceration or released, with a presumption against return if the prisoner complied with all conditions; reduces prisoners' sentences by one day for each day served on community supervision.
