Imposes an additional transaction privilege tax (TPT) of 16.5% on online lodging marketplace businesses that have registered with the Department of Revenue under section 42-5005, subsection L.

Directs all revenues collected from this additional tax to be separately accounted for and distributed to the Housing Trust Fund established by section 41-3955.

Amends the Housing Trust Fund statute to include monies distributed pursuant to section 42-5010.02 as a funding source for housing opportunities for low and moderate income households and housing affordability programs.

Requires the same payment timing and procedures for the additional tax as existing transaction privilege tax collections under section 42-5010.

Requires a two-thirds vote in each house of the legislature for enactment and becomes effective upon the Governor's signature or, if vetoed, upon a three-fourths vote in each house.
