Establishes the 4G and 5G cellular tower study committee consisting of one state senator, one state representative, one corporation commissioner (serving as chairperson), four city/town representatives appointed by the League of Arizona Cities and Towns, and two public members appointed by the governor.

Committee members serve at the pleasure of the appointing official and receive no compensation, except governor-appointed members are eligible for expense reimbursement under Arizona law.

Committee must study blight from small cellular towers, health effects of 4G and 5G towers, privacy issues, current installation laws and state/federal preemption, and other relevant issues; committee has subpoena power over telecommunications entities.

Committee shall hold its first meeting on December 1, 2021 and meet at least monthly, then submit a report with findings and recommendations to the governor, legislature, and corporation commission by December 15, 2022.

Committee automatically repeals on September 30, 2023.
