Allows voters not registered with a recognized political party to designate which party's ballot they wish to receive automatically for partisan open primary elections on the permanent early voting list application.

Requires election notices sent to permanent early voting list voters to include information on how unaffiliated voters can designate a party ballot and change their ongoing designation.

Specifies that unaffiliated voters who fail to designate a party ballot within 45 days before a partisan open primary election will not automatically receive a ballot for that primary only, but remain on the permanent early voting list.

Provides unaffiliated voters the option to submit their party ballot choice to the county recorder to receive an early ballot for a primary election if they miss the 45-day deadline.

Maintains existing civil and criminal penalties for candidates, political committees, or organizations that fail to properly handle or timely submit permanent early voting list request forms.
