Amends Arizona homicide statutes (negligent homicide, manslaughter, second degree murder, and first degree murder) to include causing the death of an unborn child at any stage of development, removing prior exceptions for abortion, medical treatment, and when the mother is the defendant.

Repeals existing abortion-specific statutes (sections 13-3603 and 13-3603.01) and amends section 13-3603.02 to increase the felony classification for sex-selection and race-selection abortion from class 3 to class 2 felony.

Allows the father of an unborn child (if married to the mother) or maternal grandparents (if mother is under 18) to bring civil actions for sex-selection or race-selection abortions and obtain monetary damages for injuries.

Exempts pregnant women from criminal or civil liability for violations of sex-selection and race-selection abortion prohibitions.

Includes extensive legislative findings asserting that sex-selection and race-selection abortions constitute sex and race discrimination, citing international practices, medical organization positions, and demographic data regarding disparities in abortion rates.
