Allows officers or elected members of governing bodies of public agencies to serve on the governing body of a separate legal entity formed through intergovernmental agreements, notwithstanding title 38 restrictions.

Requires that public agencies forming a separate legal entity have sole authority to select its governing body and prohibits assignment of this authority to third parties.

Changes governing body composition from "shall be composed of" to "may be composed of" officials from the contracting public agencies.

Adds three new requirements for separate legal entities: disclosure of all revenue sources and funding; accessibility and sharing of documents, contracts, bylaws, policies, and financial statements with forming agencies; and compliance with building, planning, and zoning codes of municipalities or counties where property is held.

Modifies property tax immunity provision to make it conditional on agreement by the public agencies that formed the separate legal entity.
