Applies the new statistical methodology to presidential preference elections, requiring the same percentage confidence level and margin of error calculations instead of the fixed two percent requirement.

Committee members must have expertise in advanced mathematics, statistics, random selection methods, systems operations, or voting systems, with no more than three members from the same political party.

Requires the committee to review and revise designated margins and confidence levels every two years, providing this information to the secretary of state at least ten days before primary and general elections.
