Amends inspection procedures for nonprofit medical marijuana dispensaries to allow unannounced visits during regular hours without prior notice, with at least one unannounced visit required annually.

Removes the November 1, 2020 effective date requirement for product testing by certified independent third-party laboratories at nonprofit medical marijuana dispensaries.

Adds a new rule requirement prohibiting marijuana testing facilities from having any direct or indirect familial relationship or financial ownership interest in marijuana establishments or related business entities.

Modifies dual licensee renewal procedures to align the renewal dates of marijuana establishment licenses and nonprofit medical marijuana dispensary registrations to the earlier of the two renewal dates.

Requires a three-fourths affirmative vote of both legislative houses for the amendments to sections 36-2806 and 36-2854 to become effective.
