Mandates incarcerated individuals who successfully complete training programs receive individual certificates documenting their name, completion date, and certification in their field or trade.

Expands protections for pregnant prisoners and detainees to include a 30-day postpartum period, requiring written findings within 72 hours if restraints or restrictive housing are used, and prohibiting elevated beds over three feet high.

Requires the state to provide pregnant prisoners with adequate prenatal nutrition, hygiene and nutritional products for 72 hours postpartum at no cost to indigent prisoners, and mandates staff training on pregnancy health impacts and educational programming for pregnant prisoners on prenatal care and parenting skills.
