Amends annual reporting requirements for the Arizona state hospital to include detailed patient demographic data (gender, race, age, legal status, county of origin, program type, diagnosis, and length of stay).

Requires reporting on civil commitment admissions including number of admissions and discharges, timing between admission requests and decisions, and reasons for denials.

Mandates inclusion of safety data from the state hospital's safety plan, including types and numbers of assaults (with sexual assaults reported separately), reports to law enforcement and regulatory agencies, and law enforcement responses.

Requires the Department of Health Services to issue a request for information by October 1, 2021 for a surveillance system with audio and video capability for the state hospital.

Establishes a Joint Legislative Psychiatric Hospital Review Council with members from the legislature, state agencies, courts, advocacy groups, and medical professionals to review psychiatric hospital capacity, barriers to care, and related issues; council must submit reports by December 31, 2021 and 2022, and is repealed August 31, 2023.
