Establishes a produce incentive program for supplemental nutrition assistance program (SNAP) enrollees to purchase eligible Arizona-grown fruits and vegetables at authorized retailers including farmers markets, farm stands, mobile markets, community supported agriculture sites, grocery stores, and convenience stores.

Requires the Department of Economic Security to plan, develop, and implement the necessary infrastructure for the program.

Authorizes matching funds of up to $20 per participating SNAP-authorized site per transaction to help enrollees purchase eligible Arizona-grown produce.

Defines eligible Arizona-grown fruits and vegetables as fresh, canned, dried, or frozen whole or cut fruits and vegetables without added sugars, fats, oils, or salt.

Requires the Department of Economic Security to research and evaluate the program's impact on SNAP enrollee purchasing behavior and Arizona fruit and vegetable producers.
