Amends Arizona Revised Statutes Section 4-203 to modify liquor delivery requirements for retail licensees with off-sale privileges.

Requires licensees to record identification information electronically for each delivery, or alternatively, require the person delivering the order to have personally retrieved and packaged the liquor container.

Removes requirement for conspicuous labeling ("contains alcohol, signature required") on delivered liquor containers if identification information is recorded as specified above.

Maintains existing requirements that deliveries must be made by persons at least 21 years old to customers at least 21 years old who display valid identification complying with Section 4-241, subsection K.

Clarifies that payment for spirituous liquor must be collected from the purchaser before the product leaves the licensed premises.
