Urges Congress to ensure the United States Postal Service remains an independent establishment of the federal government.

Requests Congress reform the requirement that USPS prefund its retiree health benefits and implement legitimate, actuarial-based investment reforms for the USPS retiree health fund.

Opposes privatization of all or any part of the USPS, citing concerns about higher prices, reduced services in rural areas, and damage to critical infrastructure and the e-commerce sector.

Notes that USPS serves 157 million customers six days a week, employs more than 500,000 workers, and is the nation's second-largest employer of veterans.

Directs Arizona's Secretary of State to transmit copies of the memorial to the President of the United States Senate, the Speaker of the United States House of Representatives, and each Member of Congress from Arizona.
