Urges Congress to fund a technological and feasibility study for a diversion dam and pipeline to harvest floodwater from the Mississippi River and redirect it to replenish the Colorado River.

Cites the Colorado Basin states' 20-year severe drought and critically low water levels at Lake Powell and Lake Mead, which could fall below usable levels by 2026 if drought conditions continue.

Notes that below 1,050 feet, Lake Mead cannot sustain hydropower generation at the Hoover Dam, and at 895 feet, the reservoir can no longer provide water.

References Denver's successful floodwater harvesting from the Missouri River and the Mississippi River's excess water loss during wet years, including flood damages exceeding $9.5 billion from 2011 and 2019 flooding.

Requests the Arizona Secretary of State transmit copies to the President of the Senate, Speaker of the House, governors of 10 Mississippi River states, and all Arizona Congressional members.
