AZ HCR2004

Requires all Arizona school districts to become unified school districts by July 1, 2028.

Mandates county school superintendents conduct feasibility studies on school district unification and consolidation by September 15, 2024, with school district governing boards developing consolidation/unification plans by June 30, 2026.

Eliminates authority to form and operate union high school districts by June 30, 2028, requiring existing union high school districts to consolidate, unify, dissolve, or convert to high school districts by January 1, 2027.

Allows school districts unified without an election to increase revenue control limits by 7% in year one, 5% in year two, and 3% in year three of operation.

Appropriates $250,000 to counties with populations of 500,000 or less and $750,000 to counties with populations exceeding 500,000 in fiscal year 2023-2024 for implementation costs; requires voter approval through a statewide ballot proposition.
