Terminates the Declaration of Emergency issued by Governor Douglas A. Ducey on March 11, 2020 related to the COVID-19 outbreak.

Arguments for termination include that Arizona hospitals maintained over 1,100 available ventilators and over 3,800 available intensive care unit and emergency department beds throughout the stay-at-home orders.

Contends that Executive Orders 2020-18 and 2020-33 implementing stay-at-home orders exceeded constitutional authority by restricting individual freedoms, imposing criminal sanctions for noncompliance, and treating businesses unequally.

Notes Arizona's unemployment system received over 5.2 million initial claims and distributed more than $12 billion in benefits, with projections that 20-25% of small businesses would not return.

Requires the Secretary of State to transmit the concurrent resolution to the Governor if approved.
