Recognizes the hardrock mining industry as central to Arizona's historical and current economic development, with copper being one of the "Five C's" that established the state's economy.

States that Arizona has been the nation's top copper producer for over a century, producing 68 percent of U.S. copper and two-thirds of U.S. copper exports.

Notes that hardrock mining is Arizona's second largest industry by economic impact, directly and indirectly employing over 38,900 people with above-median wages and generating $370 million in state and local tax revenues and $11.4 billion in total economic impact in 2018.

Emphasizes that minerals from hardrock mining, particularly copper, are critical for manufacturing low-carbon energy sources including PV cells, wind turbines, electric vehicles, and battery storage systems.

Directs the Legislature to recognize the hardrock mining industry's importance and support involvement of Arizona government and the industry in any future regulatory changes to ensure operations remain safe and productive.
