Repeals sections 9-500.39 and 11-269.17 of Arizona Revised Statutes relating to vacation rental and short-term rental regulations in cities and counties.

Amends section 12-1134 to add vacation rentals and short-term rentals to the list of land use laws exempt from compensation claims for property value diminution.

Modifies section 42-1125.02 to simplify civil penalties for online lodging operators who fail to comply with transaction privilege tax requirements, removing tiered penalties based on verified violations.

Amends section 42-2003 to allow cities and towns to redisclose confidential transaction privilege tax information for vacation rentals and short-term rentals to nonelected officials within their jurisdiction for enforcement purposes.

Amends section 42-5042 to expand the definition of "online lodging operator" to include owners of vacation rentals and short-term rentals not offered through online marketplaces, requiring all such operators to obtain and display transaction privilege tax license numbers.
