AZ HCR2012

Requires all firearm sales and transfers between non-licensed individuals to be conducted through a licensed firearms dealer who must facilitate the transaction and conduct background checks on the purchaser or transferee under federal law 18 U.S.C. § 922(t).

Prohibits unlicensed persons from directly selling or transferring firearms unless the transaction meets specified exceptions, making violation a class 5 felony.

Allows dealers to charge a maximum $20 fee to cover administrative costs for facilitating firearm transfers.

Exempts law enforcement, military personnel, gunsmiths performing repairs, common carriers, shooting range loans, family gifts between immediate family members, antique firearms, and inheritance transfers from the licensing and background check requirements.

Directs the Secretary of State to submit this measure to voters at the next general election for approval.
