Proposes constitutional amendment raising the approval threshold for initiative and referendum measures from a simple majority to 55 percent of votes cast.

Changes language in Article IV, Part 1, Section 1 to require 55 percent voter approval for initiative measures, referendum measures, and constitutional amendments to take effect and become law.

Extends the 55 percent threshold requirement to the governor's proclamation process, legislative attempts to repeal or amend initiatives/referendums, and the canvassing of votes.

Makes corresponding amendments to Article XXI, Section 1 to apply the 55 percent approval threshold to proposed constitutional amendments submitted by the legislature or by initiative petition.

Requires submission of the proposition to voters at the next general election following approval by the legislature.
