AZ HCR2017

Establishes automatic termination of state of emergency proclamations 21 days after declaration, with extensions requiring concurrent resolution by the legislature for additional 21-day periods.

Prohibits governor from proclaiming a new state of emergency based on the same or substantially similar facts after termination without legislative concurrent resolution; allows citizens to seek mandamus to enforce this restriction.

Clarifies governor's emergency powers cannot restrict lawful possession, transfer, sale, transportation, carrying, storage, display or use of firearms, ammunition, or ammunition components under Second Amendment and Arizona Constitution Article II, Section 26.

Authorizes adjutant general to incur obligations up to $100,000 per emergency without prior gubernatorial proclamation, with such powers expiring 72 hours after determination of emergency circumstances.

Proposes amendment to Arizona Revised Statutes Section 26-303 relating to emergency management and requires submission of proposition to voters at next general election.
