AZ HCR2019

Repeals sections 15-751, 15-752, 15-753, 15-754, and 15-755 of Arizona Revised Statutes relating to English language learner programs.

Requires school districts and charter schools to identify primary/home language for all new pupils and assess English language proficiency through standardized assessments prescribed by the superintendent of public instruction.

Mandates that English language learners receive high-quality education, master the English language, and have access to research-based language programs.

State Board of Education shall adopt research-based structured English immersion models requiring minimum daily English language development: 120 minutes per day (grades K-5) and 100 minutes per day (grades 6-12).

Allows school districts and charter schools to establish dual-language immersion programs for both native and nonnative English speakers and permits concurrent enrollment in structured English immersion and alternative instruction models.
