Opposes the National Popular Vote Interstate Compact as an unconstitutional attempt to create a de facto national popular vote that would allow states to award electoral votes to candidates opposed by their citizens.

Directs the Legislature to support the Governor and Attorney General in aggressive litigation against the National Popular Vote Interstate Compact should other states attempt to implement it.
