Requires the Department of Health Services to develop warning labels based on U.S. Surgeon General warnings on marijuana and affix them to all medical marijuana dispensed by registered nonprofit dispensaries.

Establishes grants from the medical marijuana fund for meta-analysis research on the correlation between marijuana use and mental illness, including psychosis and violent behavior.

Allocates $2,000,000 from the medical marijuana fund to the Department of Health Services to provide grants for marijuana research studies.

Appropriates $41,000,000 from the medical marijuana fund for various public health and safety purposes, including $15,000,000 to the Arizona Teachers Academy Fund, $10,000,000 for public health councils and programs, and $10,000,000 to the Governor's Office of Highway Safety for impaired driving prevention.

Submits the measure to voters at the next general election for approval as a referendum measure.
