Amends Arizona Revised Statutes Section 26-303 to establish that a proclaimed state of emergency terminates automatically 14 days after proclamation unless the governor calls a special legislative session before that deadline.

Allows the state of emergency to terminate either by automatic expiration after 14 days, by gubernatorial proclamation, or by concurrent resolution of the legislature.

Changes language regarding gubernatorial emergency powers to clarify that the governor "proclaims" rather than "declares" a state of emergency and makes other technical grammatical corrections.

Protects Second Amendment rights by prohibiting emergency powers from imposing additional restrictions on lawful possession, transfer, sale, transportation, carrying, storage, display, or use of firearms and ammunition.

Submits the measure to Arizona voters at the next general election for approval as required by the Arizona Constitution.
