• Proposes a constitutional amendment requiring disclosure of original sources of all major contributions ($5,000 or more per election cycle) used for campaign media expenditures in Arizona elections.

• Establishes disclosure thresholds of $20,000 for statewide campaigns and $10,000 for all other campaigns, with initial disclosure required within 5 days of reaching the threshold and supplemental disclosures for additional $10,000 increments.

• Grants the Arizona Citizens Clean Elections Commission authority to implement and enforce the amendment through rulemaking, investigations, civil subpoenas, and civil fines ranging from the amount of undisclosed contributions up to three times that amount.

• Allows individual Arizona voters and voter organizations to file complaints and initiate legal action against violators, with prevailing complainants entitled to recover attorney's fees and costs from violators.

• Applies to all elections after January 1, 2024, and would be submitted to Arizona voters for approval at the next general election.
