AZ HCR2030

Establishes a "Keep Partisan Politics Out of the Classroom Act" requiring the Arizona State Board of Education to adopt classroom ethics and professional standards rules by February 1, 2023, applicable to all certificated teachers and teaching assistants in public schools.

Prohibits teachers and teaching assistants from engaging in political advocacy, endorsing candidates, supporting/opposing legislation, promoting partisan political issues, or segregating students by race during class time, with exceptions for discussions of historical matters (events/officials from at least 50 years ago).

Requires fair-minded, balanced presentation of both sides of germane partisan political issues when discussed, and bars teachers from hampering military/law enforcement recruiter access or impeding law enforcement actions.

Establishes progressive disciplinary penalties including first offense warning and second offense suspension of teaching certificate for up to 30 days, with mandatory annual one-hour continuing education on the new standards.

Allows the Attorney General, county attorneys, or residents to sue in superior court for enforcement, exempts student club advisors, and exempts the state board's rules from standard rulemaking procedures under Arizona Revised Statutes Section 41-1005.
