Supports an amendment to the Clean Air Act Amendments of 1990 to exempt coarse crustal dust from agricultural production (livestock feeding and crop raising) from particulate matter standards.

Requests exemption based on the distinction that crustal organic dust does not have the same harmful public health effects as fine combusted particles.

Acknowledges that Arizona's arid environment and lack of rainfall cause agricultural areas to naturally exceed current particulate matter standards during drought and dry periods.

Directs the Arizona Secretary of State to transmit copies of the resolution to the President and Speaker of the U.S. Congress, all Arizona Members of Congress, and leadership of all other state legislatures.
