Proposes amendment to Arizona Constitution Article XXVII to establish procedures for legislative special sessions during public health or statewide emergencies.

Legislature may call special session by majority petition of both houses to proclaim state of emergency and address related matters through laws or legislative orders with same authority as executive orders.

Governor must call special session within 14 days of proclaiming state of emergency if an executive order restrains actions of persons or entities in the state.

During special sessions, legislature may meet remotely by electronic means, recess as needed, and terminate, modify, or continue executive orders; governor's objection requires 60-percent vote in both houses to override.

Legislature cannot adjourn special session until the public health or statewide emergency that triggered it is terminated; each house establishes own procedural rules.
