Proposes constitutional amendment to prohibit death sentences in Arizona by adding new Article II, Section 38 stating "No person shall be sentenced to death in this state."

Amends Article II, Section 22 to remove "capital offenses" from the list of crimes for which bail may be denied.

Amends Article II, Section 23 to remove references to death penalty in jury trial provisions, requiring 12-person juries only for cases where imprisonment of 30 years or more is authorized.

Repeals Article XXII, Section 22 of the Arizona Constitution relating to judgment of death.

Requires submission of the proposition to Arizona voters at the next general election.
