Expresses condolences from the Arizona House of Representatives to the family and friends of the Honorable Jim Carruthers, who passed away on July 21, 2020 at age 79.

Honors Carruthers' 20-year tenure as president of Arizona Western College (1984-1997), during which he modernized the campus and brought distance learning technology to the area.

Recognizes Carruthers' role in establishing educational partnerships between Arizona Western College and Northern Arizona University that eventually evolved into the K-20 consortium, enabling Yuma students to pursue all levels of education locally.

Acknowledges Carruthers' eight-year service in the Arizona Legislature following his college presidency, where he advocated for rural Yuma County and statewide education.

Adopted unanimously by the House on April 8, 2021 and filed with the Secretary of State on April 12, 2021.
