Amends Section 16-547 to require early ballot envelopes include a printed affidavit statement notifying voters that "the ballot will not be counted without the voter's signature on the envelope."

Amends Section 16-550 to establish procedures for missing signatures on early ballots, requiring county recorders to contact electors with missing signatures and allow them to add their signature no later than 7:00 p.m. on election day.

Clarifies signature comparison procedures by requiring county recorders to make reasonable efforts to contact voters when early ballot signatures are inconsistent with registration records, with correction deadlines of five business days after federal elections or three business days after other elections.

Designates the amendments as clarifying changes only, with no intent to substantively change existing law.
