AZ SB1004

Establishes the Citizens Finance Review Task Force consisting of 19 members including 3 House representatives, 3 Senate members, heads of major state agencies, business and education representatives, and economists from the three state universities.

Requires the task force to analyze state general fund and nongeneral fund revenues and expenditures compared to other states, including evaluation of tax credits and transaction privilege tax exemptions and their economic development impact.

Directs the task force to make recommendations on responsible retirement of existing state debt.

Requires submission of findings and recommendations to the governor, legislature, and secretary of state by September 30, 2022, with presentation to joint House and Senate appropriations committees by January 31, 2023.

Task force automatically repeals September 30, 2023; all meetings must be open to the public with reasonable notice and opportunity for public testimony.
