Requires all new state motor vehicles purchased in model year 2022 and later to be electric vehicles, replacing the previous 75 percent alternative/clean fuel requirement for 2001 and subsequent years.

Adds electric vehicles as an eligible fuel type throughout the statute alongside alternative fuels and clean burning fuels in acquisition, waiver, and reporting requirements.

Allows waivers from electric vehicle requirements if agencies demonstrate sufficient charging infrastructure does not exist within their operating area or equipment costs would exceed 30 percent more than traditional fuel vehicles.

Defines "electric vehicle" as a self-propelled electrically powered motor vehicle that is emission-free and has at least four wheels in contact with the ground.

Requires state departments and agencies to assign neighborhood electric vehicles for fleet requests unless the requesting agency demonstrates the vehicle cannot meet operational needs due to speed limits exceeding 35 mph, loads exceeding 1,500 pounds, or transporting more than six persons.
