Amends Section 16-602 to increase hand count requirements from 2% to 5% of precincts or a statistically determined number achieving 99% confidence level with 1% margin of error.

Establishes that hand counts must be conducted at the precinct level and treats voting centers as precincts for audit purposes.

Adds Section 16-661.01 allowing the Attorney General, Secretary of State, or Legislative Council to request a recount within 5 days after canvass completion, with costs charged to the state rather than counties.

Adds Section 16-661.02 allowing individuals to request a recount by filing a bond with superior court to cover recount costs, with bond amount determined by the court.

Exempts elections for precinct committeemen, school district boards, community college boards, fire districts, and other special districts from recount provisions.
