Child welfare agencies must obtain a nonoperating identification license within 90 days for each dependent child placed in their care.

If a child does not qualify for a nonoperating identification license, the agency must obtain a photograph of the child.

Children in the custody of the Department of Child Safety are exempt from fees for nonoperating identification licenses.

Nonoperating identification licenses issued to children under legal drinking age must be visually distinguished by color, code, or design to distinguish them from adult licenses.
