Removes requirement for county recorder to post list of emergency polling places on website at least two weeks before election day and eliminates requirement to specify reasons for emergency designations and document attempts to find alternative polling places.

Eliminates the entire section defining when polling places qualify as "emergency" locations that restrict electioneering, removing criteria related to acts of God or exhaustion of facility options.

Allows electioneering and political activity outside the 75-foot restricted zone at all polling places and voting centers except in emergencies (language change from "except in case of emergency" was struck).

Expands electioneering rights to include voting centers in addition to polling places and early voting sites.

Establishes state standards for maximum allowable voter wait times and requires the Secretary of State to provide methods to reduce wait times considering prior election data, current registration numbers, and staffing levels.
